Role and Facility Information

Fraser Health is responsible for the delivery of hospital and community-based health services to over 1.9 million people in 20 diverse communities from Burnaby to Fraser Canyon within the traditional, ancestral and unceded territories of the Coast Salish and Nlaka’pamux Nations, which is home to six Métis Chartered Communities.

We are seeking an experienced and dynamic Executive Medical Director (EMD), Infection Prevention and Control (IPC) to join our population health team. As an exemplary leader, the successful candidate will bring a strong voice and influence in engaging with staff and physicians, while developing clinical IPC standards and integrating evidence based IPC practice into clinical processes, advising on complex IPC issues, investigating and controlling outbreaks of infectious diseases, participating in research and assisting with the development and interpretation of surveillance data.

Reporting to the Vice President, Population Public Health & Chief Medical Health Officer, the EMD, IPC will recognize the importance of collaboration with operational leaders, managers, and other stakeholders to ensure that IPC programs and actions align with the strategic plans and priorities of Fraser Health (FH), ensuring their compliance with and understanding of infection control standards. The next ED, IPC will value a commitment to consultation and the integrity of Fraser Health’s IPC programs.

The EMD, IPC will bring a depth of knowledge to the role, while leading program-wide surveillance and assessment, knowledge translation and program evaluation initiatives. As an experienced leader, the EMD, IPC will build credibility with sessional medical staff as champions of IPC as well as manage staff organization and effectiveness. The position may include clinical service as per speciality area (population and public health, medical microbiology, infectious disease), supporting the needs of our patient populations.

Key Areas of Involvement:

• Provides senior leadership and direction in the development of system-wide infection prevention and control strategies, helps establish priorities for the program in alignment with FH’s strategic imperatives and operating plan, and demonstrates leadership and expertise in IPC practice, antimicrobial stewardship and implementation of infection prevention improvement actions across FH.

• Works in partnership with the Senior Leadership Team and Executive Director, IPC helps develop and implement a strategic direction for the FH-wide IPC program.

• Provides medical and epidemiological direction on IPC issues for Fraser Health acute care facilities, rehabilitation and long-term care.

• Identifies emerging issues in the local, provincial, federal and international arenas that could influence the delivery of IPC services within Fraser Health (FH).

• Supports the preparation and implementation of operational plans for assigned programs on an annual basis, which are aligned with FH’s strategic goals within approved financial resources, in partnership with the Executive Director.

• In partnership with IPC Executive Director, ensures that IPC activities are prioritized and organized to ensure coordinated, efficient, cost effective and quality community and population health outcomes as well as monitors and reviews the portfolio’s strategic and operational plans and ensures the link with the overall FH strategic plan.

• Works in collaboration with other key areas such as FH operational leadership, workplace health, Medical Health Officers, and Public Health in the development of IPC policies, protocols, and practices to prevent and effectively manage infection and epidemiological outbreaks. Provides medical and clinical direction in the coordination of outbreak management in acute care.

• Works with the Executive Director of IPC and helps to provide IPC leadership and guidance in FH new capital and facility planning projects.

• Leads program-wide surveillance and assessment, and monitors emerging IPC trends to identify IPC’s priorities, service delivery model, and performance plan.

• Leads program-wide knowledge translation and program evaluation initiatives, including medical content in the development, implementation and evaluation of IPC educational initiatives, FH physician and staff orientation programs, IPC program curriculums, and continuing medical education.

• Leads program-wide quality and performance monitoring and evaluation and, working with the Executive Director of IPC and the IPC Executive Team, reports on infection control matters to the Board of Directors via the Quality Performance Committee providing expert medical advice to the FH Executive and the Board of Directors.

Qualifications, Experience & Competencies:

• Medical Degree and 10 years of recent related experience;

• Current licensure with the College of Physicians and Surgeons of British Columbia in Public Health and Preventive Medicine, Medical Microbiology or Infectious Diseases;

• Responsibility in medical leadership, public health, medical microbiology or infectious diseases operational and strategic planning;

• Management of financial and human resources.
