Physician Leader, Medical Staff Practice Enhancement (MSPE)

BC Medical Quality Initiative (BC MQI) brings together stakeholders in medical quality, to connect and collaborate on initiatives with a province-wide scope. BC’s regional health authorities, with coordination from BC MQI, are developing a provincial system for medical staff practice enhancement. A provincial approach to practice reviews was part of a broader set of Cochrane Report recommendations to increase the clarity, effectiveness and consistency of quality processes for medical staff practicing in BC health authorities.
BC health authorities recognize that optimizing patient safety and quality of care includes supporting a culture of continuous learning and practice improvement for individual practitioners. Furthermore, undergoing regular reviews supports the voluntary commitment of individual physicians to self-regulate. The new collaborative project aims to establish an effective, consistent provincial approach to medical staff practice enhancement (MSPE).
BC MQI is looking for a half-time physician leader to work in a dyad partnership with the BC MQI Provincial Director.
What you’ll do
• Provide leadership and strategic oversight to the medical staff practice enhancement (MSPE) quality initiative undertaken by BC MQI committees and groups, providing input on a phased implementation of MSPE activities
• Cultivate strategic partnerships and collaborations within the community of quality partners to optimise opportunities for alignment in support of medical quality (practitioner and service levels, Doctors of BC, BCPSQC, UBC CPD, Physician Leadership Program, Colleges); and
• Develop and maintain effective working relationships with committee members and stakeholder organizations. Exercise a high degree of judgment, tact and diplomacy in dealing with issues and communications that could affect partner organizations.
• Initiate dialogue with quality leaders to clarify the MSPE conceptual model and program components, specifically to develop an overarching framework for how practice enhancement can be applied across the various specialties - i.e. what does practice enhancement activity look like for surgery, general / specialty medicine, psychiatry etc.
• The MSPE project dyad has dual responsibility for the following:
o Liaise with partner organizations to keep them informed of processes and emerging issues / opportunities.
o Liaise with the professional colleges and associations for Nurse Practitioners, Midwives and Dentistry to make sure they have adequate and appropriate representation on panels that address these practice areas.
o In conjunction with the Medical Lead—Practice Enhancement Panels, synthesize panel information and develop an overall strategy for provincial practice enhancement, including the identification of necessary requirements for system sustainment
o Share information / progress and report out to steering committee, PMSEC (Provincial Medical Services Executive Council) and funding bodies on successes / barriers
• Lead MSPE oversight committee or other related working group meetings
• Support issues management and identify / attempt to resolve areas of conflict among and within disciplines.
• Liaise with Doctors of BC engagement physicians who are involved with health authority Medical Staff Associations to ensure there is ample opportunity for input and feedback on the processes
• Work with BC MQI communications lead on strategic messaging for multiple target audiences
• Provide strategic input on a phased approach to engaging the practice enhancement panels
What you bring
• The ideal candidate has a strong passion for medical quality and quality improvement. This physician has considerable influence and credibility with colleagues. A solid understanding of the current regional and provincial health system and broad health system models (both barriers and opportunities) is desirable. Additional qualifications in leadership and/or quality improvement would be considered an asset.
• Well versed in medical quality and quality improvement
• Trusted and respected by colleagues
• Medical administrative experience
• Ability to see strategic / big picture perspectives but with attention to details when required
• Skilled in conflict resolution, coaching, and change management
• Skilled in management of meetings and facilitation of complex discussions
• Ability to travel
• Political acumen and ability to manage sensitive issues
• Experience working in urban and rural settings or a strong understanding of the different practice contexts
• Hold a current practice license with your professional college
