Role and Facility Information

The Clinical Nurse Specialist (CNS) utilizes advanced and in-depth knowledge, skills, clinical expertise, and advanced judgment in a nursing specialty. The CNS promotes the use of evidence, provides leadership in the development of clinical guidelines and protocols, provides expert support, consultation, and education, and facilitates system change. The CNS provides leadership in the development of nursing knowledge, and the implementation and evaluation of nursing practices that support quality care. The position contributes to a strong First Nations Health Authority (FNHA) nursing leadership team, and to a healthy work environment in which nurses are supported to achieve personal satisfaction to enhance their practice.

This is a term position until March 31, 2021 with a possibility of extension.

1. Serves as a resource to nursing staff and other healthcare personnel, decision makers, and the community in the interpretation and/or communication, and transfer of knowledge and skills related to the identified population by collaborating with nursing management, educators, and nurse consultants in FNHA and/or First Nations Health Service Organizations (FNHSOs).

2. Provides consultation and clinical expertise to nurses and other members of the healthcare team to improve the quality of nursing care and delivery of healthcare services, and address complex health needs of clients and families related to the identified population.

3. Acts as a change agent for evidence-based nursing practice by advising FNHA and FNHSO nurse managers on emerging nursing issues, and FNHA program managers on pertinent health care issues relating to the identified population in order to support informed decision-making and enhance health outcomes.

4. Expands scientific base of nursing practice by critically evaluating current nursing research findings and results for utilization in the improvement of client care and outcomes. Applies relevant findings through dissemination of information and provision of leadership in practice changes.

5. Initiates and sustains interdisciplinary and/or intersectoral collaborative working relationships within the province, including FNHA nursing staff, nurses employed by FNHSO, other health care providers and appropriate staff working in professional nursing organizations, and nursing education and community health programs to enhance the utilization of expertise, promote linkages for better communication among various levels of the health care system, and support patients in transition from and/or to external institutions.

6. Collaborates with and participates on FNHA, provincial and/or other work groups, and standing professional and program committees regarding nursing services for the identified population in order to share expertise, help inform decision-making, and gather pertinent information to improve nursing care and the health system accessed by the identified population.

7. Acts as a liaison with academia and health networks, including provincial, national, and international organizations to broaden perspective of health delivery issues related to area of clinical specialty.

8. Provides direct nursing service to individuals, families, and groups of the identified population in emergency situations, including assisting with and/or stabilizing patients, providing treatment, and arranging for medical evacuation.

9. Performs other related duties as assigned.


Education and Experience

• Master’s Degree in Nursing from a recognized university with acceptable specialization in specific area of practice. Three (3) years of nursing experience in primary health, and/or public health, and/or community health caring for identified population in area of specialty, or an equivalent combination of education, training and experience..

• Current practicing registration with the British Columbia College of Nursing Professionals (BCCNP)).

• Current CPR course for Health Care Providers (HCP).

Knowledge, Skills & Attributes

• Awareness of the importance of First Nations cultural identity as part of a healthy, balanced lifestyle for individuals working within a community.

• Knowledge of, and ability to apply concepts, principles, and theories of trans-cultural nursing, including knowledge of traditional or other health practices used in the community.

• Ability to work with groups to identify and address health issues.

• Ability to manage complex health needs and health promotion.

• Leadership skills.

• Ability to use computer applications such as Microsoft Word, PowerPoint, and Outlook.

• Knowledge of public health models and concepts.

• Knowledge of concepts in adult education.

• Knowledge of the nursing process, conceptual frameworks of nursing, and theories and principles of nursing practice.

• Knowledge of advanced clinical nursing practice.

• Physical ability to perform the duties of the position
