Role and Facility Information

The Clinical Nurse Specialist, Sexually Transmitted Blood and Body Infections (STBBI) program, leads the provision of expert nursing care by functioning as a clinical leader within the specialty area. This position utilizes advanced and in-depth knowledge and skills, clinical expertise, and advanced judgment in the specialty area to support, consult, educate and facilitate system change. The Clinical Nurse Specialist provides leadership in development of clinical guidelines and protocols. This role provides advanced consultation, leadership and expertise in CDC clinical practice, knowledge transfer through evidence informed best practices, research and education; contributes to positive health outcomes for BC First Nations communities, by working with and supporting nurses, community health workers (CHWs) and communities to meet mandatory communicable disease (CD) programming requirements.

This is a 3 months term position with a possibility of extension.

1. Serves as a resource to nursing staff, healthcare personnel, decision makers, and the community in the interpretation, communication, and transfer of knowledge and skills for an identified population in the CD specialty area of nursing practice.
2. Provides CDC consultation and clinical expertise to nurses and other members of the healthcare team to improve the quality of nursing care and delivery of healthcare services, and to address complex needs of clients and families.
3. Acts as a change agent for evidence-based practice by advising managers on emerging nursing and health care issues related to the program to support informed decision-making and enhance health outcomes.
4. Conducts critical evaluations of current CDC nursing research findings and results for utilization in the improvement of client care and outcomes, and applies relevant findings through dissemination of information, and provision of leadership in practice changes.
5. Collaborates with the province, nursing staff, and other working groups to share CDC expertise, promote linkages for communication among various levels of the health care system, and support patients in transition.
6. In partnership with First Nations communities and organizations in BC, First Nations Health Authority (FNHA) staff and other government and non-government partners and stakeholders, plan and coordinate CDC programs in conjunction with other Senior Nursing Staff & Nurse Specialists. Includes identifying and defining problems, setting program objectives, identifying resources, developing strategies and various courses of action, implementing and evaluating the program.
7. Oversee the process of implementation, coordination, evaluation of activities in prevention and reduction of CDs in First Nations communities. Includes providing guidance in developing and planning community-based CDC programs for identified needs.
8. Plans, develops, and conducts education and resource development for FNHA and First Nations Health Service Organizations (HSO) staff to understand CD programs in conjunction with other CDC Nurse Specialists.
9. Evaluates current CDC research findings and leads practice change to improve population and public health. Includes defining the evaluation scope, selecting a representative sample, reporting the findings, documenting and disseminating the process and key learnings.
10. Initiates and sustains interdisciplinary/intersectoral collaborative working relationships with the: FNHA, First Nations HSOs, professional public health organizations and nursing education programs to share expertise and promote communication.
11. Liaises and collaborates with academia, health science centers and networks, organizations, professional and program committees related to CDC programs at the regional, provincial and national levels to share expertise and inform decision-making.
12. Collaborates within Health Protection team to provide CDC expertise to FNHA staff, First Nations HSOs, external partners and communities to prepare for and mitigate CDC emergencies.
13. Provides direct nursing service to individuals, families, and groups as required.
14. Provides direct supervision to nurses, health care, and administrative employees, including assignment of duties and assessment of quality of work.
15. Coordinates, advises and negotiates financial resources for CDC programs contribution agreements and contracts in collaboration with relevant FNHA departments.
16. Performs other related duties as assigned.

• Master’s degree in Nursing with acceptable specialization in specific area of practice, or an equivalent combination of education, training and experience.
• BCCNP Designation as a Practicing RN
• Successful completion of approved public health nursing or CDC training or program

• Five years of public and/or community health nursing experience, including three years of nursing experience in area of specialty
• Teaching and presenting to large and small groups of adult learners
• Working with groups to identify and address public health issues specific to TB/Surveillance

Knowledge, Skills & Attributes

• Knowledge of one or more CDC programs, such as HIV/AIDS, STI/BBI, TB/Surveillance, CD Emergencies/Pandemic or Immunizations
• Knowledge of First Nations cultures and backgrounds and aware of how culture impacts communication patterns, attitudes and approaches to health issues
• Knowledge and awareness of First Nations cultural principles and protocols in work situations
• Knowledge of First Nations health and wellness within the context of BBP/STI/HR CDC programs
• Knowledge of public health models and concepts to work effectively with other health disciplines to integrate CDC health/work plans and strategies with other health plans
• Knowledge of conceptual frameworks, theories and principles of nursing practice
• Knowledge of advanced clinical nursing practice for the development of policies or guidelines to support the delivery of BBP/STI/HR CDC programs. This includes current clinical treatment practices, principles, techniques, disease symptoms, and outbreak indicators
• Knowledge of the application of concepts, principles and theories of transcultural nursing including awareness of traditional or other healing practices used in the community

• Ability to understand, plan, coordinate and deliver CDC public health programs
• Physical ability to perform the duties of the position
